Property Taxes
Real estate property taxes are due twice a year (June 5 and December 5)
Personal property taxes are due once per year in the month you received your first City of Winchester decal.
The City of Winchester determines real estate property taxes by multiplying real estate total assessed value by the current tax rate divided by $100. Tax rate is set by City Council in April of each year.
Re-Assessment of all real property is conducted every two years.
Pay your taxes at the City's Treasurer's office located in Rouss City Hall.
Tax Relief Programs for the Elderly and Disabled: Effective 1/1/08
To be eligible you must:
- Own your home (must be the principle residence)
- Be at least 65 years of age or older
- have a household income of $50,000 or less
- Have total assets of $200,000 or less (excluding the value of the dwelling, furnishings, and the land, not exceeding one acre, upon which it is situated).
- File for the exemption each year between January 1st and April 1st.
- If you are totally disabled, you can qualify even if you are not 65 years of age.
