City Office Closings and Services Offered the Bloom

The City of Winchester will operate the following schedule during the week of April 26:
 
CORRECTION FROM 4/21 CITE-NEWS: 1) City offices will be open to the public until noon on Friday, April 30. Employees will be available to assist customers by phone until 2:00 pm. If you'd like to make a bill payment online (personal property taxes, real estate taxes & utility bills), please visit www.winchesterva.gov.
2) The Winchester Active Living & Recreation Center will close at 3:00 pm on Friday, April 30 and will be closed all weekend through Sunday, May 2.
3) WinTran is closed on Friday, April 30, and Saturday, May 1. The regular schedule will resume on Monday, May 3, at 6:00 am.

The City of Winchester wants everyone to have a fun time, but more importantly a safe time. With a little pre-Festival planning, you and your family can enjoy all of the parades and events. Police and Medical Aid Stations will have a presence throughout the Festival weekend to assist you. We urge you to follow the laws and act responsibly to avoid unintended consequences.

Detour Routes, Dates and Times

The detour route goes into effect on Friday at 3:30 pm until approximately 8:30 pm. However, the Kids Blooming Mile will close several streets around Handley Blvd. from 2:15 pm until 5:30 pm (no exceptions).
 
On Saturday the detour route goes into effect at 8:00 am due to the 10k race and remains in effect until approximately 7:00 pm. There are NO exceptions. Therefore, if you are parking somewhere along the detour route, you will need to be parked prior to 8:00 am.
 
We strongly encourage anyone traveling around the city of Winchester to utilize alternate routes: Interstate 81 and US 37, 50, 7 and 522. Traffic entering or traveling through the city of Winchester should expect heavy congestion and delays.
 

Parking Restrictions During SABF Festivities 

Avoid the hassle and reserve a parking space in a City autopark for the Shenandoah Apple Blossom Festival Fireman's Parade ($10) or Grand Feature Parade ($15). Tickets on sale at each autopark.  For more information, call 722-7575.
 
PARKING RESTRICTIONS: THURSDAY, April 29, 2010
No parking on Piccadilly Street between Cameron Street and Braddock Street on Thursday, April 29 beginning at 4:00 pm — VIOLATORS VEHICLES MAY BE TOWED.

Piccadilly Street between Cameron Street and Braddock Street will be CLOSED PROMPTLY at 6:00 pm on Thursday, April 29 for placement of the concession stands.

PARKING RESTRICTIONS: FRIDAY AND SATURDAY, April 30 and May 1
Parking will be prohibited and strictly enforced on the following streets beginning at 8:00 am on Friday April 30, 2010 until 8:00 pm on Saturday May 1:

Braddock Street (Handley Blvd to Valley Avenue)

The following additional streets will be CLOSED to parking for the formation of the parades beginning on FRIDAY at noon until the Firefighters Parade is over, and on SATURDAY at 7:00 am until the Grand Feature Parade is over:

WEEKEND IN THE PARK
No parking is allowed on the following streets:

Maple Drive - between Cork Street and Lowry Drive on SATURDAY, May 1 and SUNDAY, May 2. This is an emergency vehicle access route and strict parking enforcement will be maintained.

MISCELLANEOUS Parking and Traffic Restrictions/Information
 
- MONMOUTH STREET AND CORK STREET FROM KENT STREET TO STEWART STREET MUST BE KEPT OPEN FOR EMERGENCY VEHICLES - NO DOUBLE PARKING
- Handley Avenue - Parking will be prohibited on the WEST SIDE from Handley Boulevard to West Clifford Street on Friday only beginning at Noon and on the EAST SIDE from 150 feet south of Briarmont Drive to 150 feet north of Briarmont Drive
- Morgan Street will be two-way until the parades are over. Absolutely NO TRUCKS ARE ALLOWED ON THIS ROUTE!
- Miller Street will be one-way for westbound traffic only from Valley Avenue to Handley Avenue.
- Jefferson Street will be one-way for eastbound traffic from Handley Avenue to Valley Avenue. It will be CLOSED to all traffic on FRIDAY, April 30 from 2:15 pm until 5:45 pm for the Bloomin' Mile Kids Race and again on SATURDAY May 1 from 8:00 until 11:00 am for the 10K RACE, Seldon Drive - There will be NO PARKING allowed on the on NORTH side of street near the intersection with Miller Street
Millwood Avenue at Pleasant Valley Road will be CLOSED to all westbound traffic on FRIDAY, April 30 at 4:00 pm until the Fireman's Parade Ends AND on SATURDAY May 1 at 1:00 pm until the Grand Feature Parade is over.

What Does the City Do for The Bloom? 

Have you ever visited downtown on Monday following the Shenandoah Apple Blossom Festival (SABF)?  Have you noticed how clean it is?  It is as if The Bloom never occurred. 
Maintenance Crews work all day and night following the parades and the midway to ensure that Old Town is ready for business on Monday!  The City's Public Works Department begins planning for SABF in mid-January.  During the last three days of the Festival, approximately 45 Public Works team members work 40 hours per member in the three-day period from Friday through Sunday.
 
Most of what the City of Winchester does before, during and after the SABF is behind the scenes.  The Festival is organized entirely by the Shenandoah Apple Blossom Festival organization located on North Cameron Street.  The SABF organization hires the talent, signs up all the volunteers and manages the activities. 
 
The City of Winchester assists the SABF organization by issuing event and building permits; conducting inspections on tents, bleachers and amusement equipment; posting 1,000 "No Parking" signs and enforcing parking restrictions; managing traffic; providing security; organizing detour routes and street closures; mowing grass and cleaning the streets; installing 1,500 trash boxes and recycle bins; setting up 275 barricades; responding to emergency calls; volunteering at special events; and much more!
