1. Congratulations to Lt. Stotlemyer and Cpl. Neer for being recognized by HEAT (Help Eliminate Auto Theft) as two of the top 50 law enforcement officers in the State for auto theft arrests and recoveries over the summer months. "This is a great honor for us to have two of our officers recognized among all the law enforcement officers in the state," says Chief Sanzenbacher.

Council Member Honored as Term Expires
 The Winchester Common Council honored one of its own at last night's regular council meeting. Mayor Elizabeth Minor presented Councilor Michael L. Butler, whose term expires December 31, 2010, with a resolution thanking him for his service on Council.
Mr. Butler, who did not seek re-election this year, was first appointed to Council in 2001 to fill an unexpired term and then re-elected in 2002 and 2006. Mr. Butler has served the last two years as Vice-Mayor, and in his nine years on Council has chaired several Council committees. Mr. Butler took a few moments during the meeting to reflect on his time on Council and discuss gains he has seen Winchester make and opportunities that lie ahead. Mr. Butler also thanked, among others, his constituents, campaign supporters and advisors, City staff, current and past councilors, and most importantly his family.

City Staff Gives Back
Public servants across the country are often held to a higher standard of conduct and this is something City of Winchester staff takes very seriously. Not only to they choose to serve others in their careers and sometimes in dangerous situations, but City staff also want to do what they can to help others in need.

WPD is Stepping Up Traffic Enforcements This Holiday Season
 The Winchester Police Department (WPD) continues to receive comments from citizens expressing concerns about drivers not yielding to pedestrians in the crosswalk and motorists running red lights.
Please remember that Virginia law requires vehicles to yield to pedestrians in the roadway at clearly marked crosswalks, at any regular pedestrian crosswalk, and at intersections where the speed limits on the adjacent roads do not exceed 35 miles per hour. Also remember that, according to State law, the amber ”yellow” light indicates a change is about to occur and traffic not already in the intersection must stop if safe to do so. A red light means that traffic will stop and remain stopped unless directed by a green arrow.
In order to insure everyone has a safe and happy holiday season the WPD will be emphasizing enforcement of traffic violations involving both pedestrian and red light violations. This will be in addition to our traditional focus on DUI enforcement. When not responding to calls officers will be encouraged to closely monitor intersections for these violations and take appropriate enforcement action. In addition, the City website features a page on pedestrian safety that all motorist and pedestrians should view.
In the rush to satisfy your holiday needs, please don't risk creating a life changing tragedy to save a few seconds in traffic. Take the time to stop for red lights and make sure there are no pedestrians present before you proceed.
United Bank Robbery Suspect Arrested
On December 11, 2010, members of the FBI Safe Street Task Force were assisted by authorities in West Virginia in making the arrest of Benjamin L Sebastian, for being a Fugitive from Justice from Virginia.
 Sebastian was arrested in connection for the Bank Robbery which occurred on 11/29/10 at United Bank located at 1041 Berryville Avenue. Sebastian was arrested and transported to Eastern Regional Jail in Charlestown, WV where he is being held. Sebastian is a 32 year old, white male from Inwood, WV. This investigation is ongoing and is a joint investigation with members of Winchester Police Department, FBI Safe Streets Task Force, FBI, Loudoun County Sherriff’s Office, and Fairfax County Police Department. At this time the agencies involved are still investigating the possible connection with the other recent Bank Robberies in Winchester, Loudoun County and Fairfax.

Rouss City Hall History Corner - Fireplaces
 Anyone who has attended a meeting in the present-day Council Chambers knows that there is a massive fireplace on the far (north) wall. That fireplace includes an ornate stone mantle with a brick surround above the mantle framing a portrait of U.S. Supreme Court Chief Justice John Marshall. Originally, there were ten operating fireplaces in City Hall. Seven fireplaces remain intact although none are operational.
Most visitors to the public area of the Treasurer’s Office (former Council Chambers) are aware of the fireplaces with ornately carved mantles anchoring the sides of that semi-circular space. One floor below, there were two fireplaces that previously anchored the ends of the former Police Court (current Finance Dept) similar in arrangement to those still anchoring the ends of the Treasurer’s Office. These fireplaces are now blocked in, but former Police Chief Warren Rudolph recalled building fires in them. The Police Department was responsible for maintaining fires in all of the fireplaces and keeping the large coal furnace stoked on the weekends when maintenance staff was away.
The other remaining fireplaces include: one in the Mayor’s Office (former Judge’s Chambers); one in the Commissioner of the Revenue’s private office (former City Clerk’s Office); one in the corner of the present-day Commissioner of the Revenue’s public office; and, one in the corner administrative office of the City Treasurer. A fireplace which was in the Circuit Clerk’s office in the general vicinity of the hallway leading to the elevator on Level 2F was blocked in, but the mantle was saved and is now in the City Treasurer’s private office.
You could see these fireplaces and the rest of City Hall in person. Take the self-guided historical walking tour of Rouss City Hall and discover the interesting ways the building was used over the last century. Brochures are available on the main floor of City Hall to guide you through the building. NOTE: Please check with the receptionist to make sure no meetings are scheduled in the Council Chambers and Exhibit Hall before you start your tour.
