Budget Summary Document Now Available Online

Would you like to know more about the City's budget and how your tax dollar is being spent without having to look at spreadsheet after spreadsheet?

The City makes every effort to be good stewards of tax dollars and residents are always welcome to view the full budget document online or in City Hall.  However, it can be very cumbersome to weed through the 255-page document.  That's why the City's Finance Department has created a Budget in Brief booklet.  This summary of the City's FY12 budget can now be viewed on the City's website (or click the graphic below).


Families Still Traveled the Globe Despite Rain

 
Over 1,500 people attended the City of Winchester's 3rd Annual International Children's Festival this past Saturday despite the rain and cold.

Local Sheriffs' Offices Recognized for Help in Fighting Car Theft 

Law enforcement departments throughout Virginia including the Winchester Sheriff’s Office were recognized by the Virginia State Police (VSP) in the 2010-2011 Operation HEATWave Awards competition at a ceremony during the annual conference of the Virginia Sheriffs’ Association (VSA) at the Norfolk Waterside Marriott in Norfolk on Tuesday, September 13, 2011.
   
Winchester Sheriff Lenny Millholland was present to receive the award for their participation.
   
The Operation HEATWave Awards are part of a cooperative program between VSP, the Virginia Department of Motor Vehicles, and local law enforcement agencies.  Operation HEATWave Award Winners are selected by judges from the insurance industry, partnering law enforcement agencies, and the Virginia Department of Motor Vehicles for their exemplary actions related to Intelligence, Prevention, Enforcement and Recoveries in fighting the crime of vehicle theft. Their skills and attention toward these areas help to increase public awareness of the HEAT program -- Help Eliminate Auto Theft.
   
HEAT operates in a manner similar to Crime Solvers, Crime Stoppers and the Drug Hotline.  Citizens call the statewide toll-free hotline - 1-800-947-HEAT - to report information about suspected carjackings, auto thefts or chop-shop operations.  Callers remain anonymous throughout the process, and those who supply tips leading to arrests are eligible for rewards of up to $25,000.  


Last Brew & Boo "Thriller" Rehearsal to be Held Saturday

With the first Brew & Boo coming up in less than two weeks, the Shenandoah Conservatory Arts Academy will hold one last "Thriller" rehearsal on Saturday, October 8 from 11:00 am to 12:30 pm at SU's John Kerr Building on the corner of South Cameron and Cork Streets. Learn the "Thriller" choreography before participating in the community group performance of the dance at the Brew & Boo. Call SCAA at (540) 665-4602 for more details.

Winchester Parks & Recreation's Brew & Boo is an adult Halloween party to be held on October 15 from 6-10 pm in the Winchester Star parking lot on North Kent Street. This new event will feature:

  • a live performance by  Souled Out
  • Halloween costume contest
  • best carved pumpkin contest (remember to bring a candle)
  • community group performance of Michael Jackson's "Thriller" dance
  • alcoholic & non-alcoholic beverages available for purchase (all proceeds from beverage sales will benefit the Winchester Parks Foundation's financial aid fund)
  • great food by Barn Door Catering Co. (available for purchase)

Civil War Exhibition Comes to the Handley Library  

The exhibition An American Turning Point: The Civil War in Virginia is coming to the Handley Library October 3 through 17. The show is co-sponsored by Handley Regional Library and the Winchester-Frederick County Convention & Visitor Bureau.

A special reception will take place on Wednesday, October 5 from 5:30 to 7:30 pm in the Benham Gallery of the Handley Library. The reception is free and open to the public. The exhibition will be open in the lower level until 8 pm that evening.

Regular hours for the exhibit are the same as the library’s hours:

Monday: 10 am-8 pm
Tuesday, Wednesday, Friday & Saturday: 10 am-5 pm
Thursday: 10 am-1 pm

Produced by the Virginia Historical Society, An American Turning Point is comprised of images, interpretive text, and a companion website designed for use on mobile devices. Access to the website will be given at the exhibition. This exhibition is traveling to various venues through December 2015. It is free and open to the public.

Announcements

1) The Winchester Department of Social Services is now accepting applications for free firewood for those in need of heating assistance this winter.  Contact WDSS at (540) 662-3807 or visit the office at 24 Baker Lane for more information about this free program.

2) North End Utility Replacement Project Update: Progress continues in the northern section of Highland Avenue. The section of Highland Avenue between Liberty Street and Kern Street continues to be closed. Current work includes the installation of a new 8” water main along Highland Avenue.  Click the map to view the project schedule.

3) The City's Utilities Department has implemented new utility bill format in an effort to make the invoices more user-friendly.  Perry Eisenach, Public Services Director, said, "The primary reason for the change was to make the bills easier for the customer to understand, while at the same time providing more information about their account."  If you have any questions about your new bill, please contact a Utility Customer Service representative at (540) 667-1815.

WinTran Route Changes Began Yesterday

In an effort to improve customer service to City transit passengers, several minor changes have been made to the Amherst Street, Northside and the South Loudoun Street bus lines.   These route changes began Monday, October 3rd.

Two additional stops will be added at the WMC Campus (the Diagnostic Center and the Wellness Center).  There will be a minor change in the route when heading back to the transfer station.  The bus will make a right onto Stewart Street, left onto Cork Street, left onto Kent Street and left onto Boscawen Street into the transfer station.  The new bus stop locations will be as follows:
