June 13, 2017

Council decided to explore the adoption of by-laws and appointed Mayor David Smith and Councilor Milt McInturff to serve on the Council Bylaws Committee (Councilor Kevin McKannan was appointed to serve as an alternate)

June 29, 2017

Council Bylaws Committee held its first meeting

  • Developed minimum categories to be covered by by-laws
    • Council Code of Conduct and Ethics
    • Parliamentary Procedure/Meetings
    • Operations
  • Reviewed by-laws from 10+ other Virginia localities
  • Considered general process for formation and implementation

July 7, 2017

  • Began soliciting input from all members of Council, the City Manager, and City staff and reviewing information
  • Made plans to hold a public input open house and upload an online questionnaire

August 22, 2017

Council Bylaws Committee provided update at the Council Work Session
