Winchester City Manager
At the July 7, 2009 special meeting, Winchester City Council approved
the appointment of Robert S. Noe, Jr. as Interim City Manager. He began
his new position on Tuesday, July 28, 2009 and will serve until a permanent
manager is hired.
Mr. Noe, originally from Norfolk, Virginia, retired from public service in 2004 and has served in an interim Town Manager in the Town of Front Royal, VA. He has over 30 years experience in all phases of local government. Prior to his current appointment, Noe served the cities of Hollywood (1991-1993) and Tamarac (1994-1999), Florida and as County Executive of Prince William County (1978-1989) and Town Manager of Herndon (1972-1978) and Leesburg (1999-2004), Virginia. He has a Bachelor of Arts degree and master of Public Administration from the University of North Carolina, Chapel Hill and was a Certified Manager through ICMA (International City/County Management Association). Noe has also served in various positions with ICMA including Regional Vice President and President of the Virginia section. He was a founding member of the Virginia Innovation Group.
During his tenure, Loudoun County was the third fastest growing county in the United States. The Town of Leesburg had a population of 32,000 many of whom worked in the high tech corridors near Dulles Air Port and Tyson's Corner. The town had a staff of more than 300 employees and a budget of $52,000,000. During Noe’s tenure with Tamarac, he "institutionalized good government" which resulted in pervasive change in virtually every area of the government. Working closely with the governing body and a reconstituted group of energized employees, some accomplishments included strategic planning processes based on "Major Issues" resulting in governing body goals tied to the budget process; securing six corporate relocations in four years resulting in the creation of more than 500 new jobs and the investment of more than $30,000,000; and repaving all neighborhood streets with retrofitted storm drainage systems and median beautification, financed with revenue bonds, to name a few.
Mr. Noe will work with Council and its various committees, commissions and boards to become familiar with ongoing projects, the comprehensive plan, and analyzing the City’s future goals and priorities.
He is married and has one daughter.
