Office of Housing and Neighborhood Development
Introduction
The Office of Housing and Neighborhood Development was officially opened in November, 2005. This newly formed office was created to serve as the main point of contact on issues of Housing, Neighborhood Development, and Community Outreach.
This office is charged with managing the Community Development Block Grant program, the Housing Choice Voucher program, the Spot Blight Abatement program, the Housing and Community Resource Center, and most recently developing private-public partnerships that will continue to meet the housing and neighborhood needs of our community.
Mission

Community Development Committee
The Community Development Committee is an appointed committee of ten representatives by the Common council of the City of Winchester, and is staffed by OHND employees. The purpose of the Community Development Committee is to provide input and make recommendations regarding the implementation of the City’s CDBG program, spot blight abatement program, and other neighborhood and affordable housing strategies and policies.
