Community Development Block Grant
The CDBG Program is designed to reach the U.S. Department of Housing and Urban Developments three statutory goals:
- Provide decent, safe, affordable housing
- Provide a suitable living environment
- Expand economic opportunities including job creation and retention
The CDBG program is an important tool for assisting local governments to tackle serious challenges facing their neighborhoods and communities.
Included in the approved activities for Fiscal Year 2012:
Funding priorities for CDBG are recommended each year by City Staff and the City’s Community Development Committee (CDC) and approved by City Council each spring. This process includes citizen participation and a formal approval of the Annual Action Plan (included as attachments). For FY 2012 the City of Winchester was allocated $223,946 by HUD for CDBG activities (not including the Section 108 Loan).
Homeownership Programs: Funding can be used to support the acquisition or construction of properties for sale at an affordable price to homeowners. Also included in this funding stream are programs that teach budgeting and home maintenance skills to new and first-time homebuyers.
Baker Street Revitalization Project: Funding dedicated specifically for infrastructure and roadway improvements to improve neighborhood walkability, safety and parking.
Taylor Hotel-Section 108 Loan: Funding provided in advance for the partial demolition to the dilapidated Taylor Hotel property on Loudon Street, and securement of the building to revitalize the existing structure for future mixed use and create a public pocket park.
No less than 70 percent of allocated CDBG funds must be used for activities that benefit low- and moderate-income persons. In addition, these activities must meet one of the following national objectives for the program:
- Provide a direct benefit low- and moderate-income persons (as defined by HUD).
- Prevention or elimination of slums or blight in local communities.
- Addressing community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community for which other funding is not available.
