Landlord Recruitment

The Housing Choice Voucher Program is a City of Winchester program. The Virginia Housing Development Authority contracts with the city to administer this program. The program does not allow tenants to pay any more than 30-40% of their own income. The HCVP pays the difference.

There are several advantages to landlord listing their properties with the Housing Choice Voucher Program. Some of which are:

  • The significant portion of the rent that is paid by the VHDA is guaranteed on a regular monthly basis.
  • Landlords participating with the program are eligible for tax reductions on their rental properties. IRS can provide you with Publication #527 for more information at www.irs.gov
  • Units participating with the program are kept occupied and profitable.
  • Landlords can still screen and choice the tenants that they wish to rent to.
  • Our office works closely with landlords to assist with any problem that may occur concerning the unit and tenant.
  • If a tenant is unable to make payments due to income reduction, the program payment will compensate the difference in payment.
  • Before tenants are deemed eligible for assistance, they are checked for previous criminal activity.

There are payment standards that VHDA has set for unit sizes participating with our program.
