Old Town Walking MallSpecial Events Permit

This permit is required for ALL events using the Loudoun Street Pedestrian Mall. Applications are available at the Old Town Winchester Office (33 E. Boscawen St., Suite 100), at the Police Department at the Timbrook Public Safety Center (231 E. Piccadilly St., Suite 310), or online. Completed applications should be returned to the Police Department. At this time, there is no fee to submit an application, though fees may apply for certain requested services.

Special conditions apply when using the Loudoun Street Pedestrian Mall as a venue. Contact the Downtown Manager at (540)535-3660 to discuss your plans. Conditions, regulations are subject to change and/or as revisions and amendments occur with regard to city zoning, codes and regulations. Event Directors are responsible for ensuring that all participating vendors comply with the conditions.

Primary and Secondary Assessment District Use Permit

This permit is required for ALL outdoor café/dining areas, outdoor displays of merchandise, portable signs, and outdoor vendors. Permit Fees apply. Applications are available at the Old Town Winchester Office (33 E. Boscawen St., Suite 100), the Zoning and Planning Department (3rd floor of Rouss City Hall), or online. Completed applications should be returned to the Zoning and Planning Department.

Vehicle Permit for Loudoun Street Mall

Commercial pickup and delivery vehicles as well as utility or maintenance service vehicles less than 24,000 lbs. are allowed on the Loudoun Street Pedestrian Mall from 7:30 – 10:30 a.m., 7 days a week, in accordance with City Code.

At ALL other times, an approved Vehicle Permit is required for all vehicular traffic on the Loudoun Street Pedestrian Mall. There is no fee for this permit. Permits are issued by the Downtown Manager at the Old Town Winchester Office (33 E. Boscawen St., Suite 100). In the event that the Downtown Manager is not available and there is an immediate, emergency need to have a vehicle on the Loudoun Street Pedestrian Mall, contact the Winchester Police Department at (540)662-4131.
