The City of Winchester is now accepting 2019 applications for real estate tax relief for the elderly and disabled. Full or partial tax relief is available to those homeowners who are either permanently disabled or 65+ years of age, and who meet income limits and other filing requirements.
Forms are available in the Real Estate Office of City Hall, on the City website in the Commissioner of the Revenue forms section, or by mail upon request. As a courtesy, the Commissioner’s office has mailed applications to prior year applicants.
The 2019 qualifying levels remain unchanged:
- Net Financial Worth: Not exceeding $75,000, excluding value of principal dwelling and lot, up to one acre.
- Income: Tax relief exemptions are based upon the annual gross household income brackets:

- Tax Relief Maximum: At any qualifying level, the maximum relief amount is $1,500.
Completed applications, with required documentation, must be returned to City Hall by Monday April 1, 2019 to be considered for real estate tax relief. Completed applications by mail will be considered timely if postmarked by a certified postal carrier as of that date. As the City requires annual filing for this benefit, Commissioner of the Revenue Ann Burkholder reminds current recipients that they are required to file and qualify anew in order to continue receiving benefits.
