Obtaining Service

Applications for water and wastewater can be made at the Customer Service Desk located on the 2nd floor of Rouss City Hall, 15 North Cameron Street, Winchester, VA.

For information please contact Customer Service at 540-667-1815 extension 1410 or 1411, Monday through Friday, 8:00 AM to 5:00 PM. To ensure that water/sewer service can be connected the following day, the customer must submit the new water/sewer application form and all fees by 4:00 p.m. the previous day.

New Accounts

A $90.00 deposit is required for all first time residential customers. Deposits are credited to your account after 6 consecutive timely payments.

Closing an Account

Any remaining deposit will be refunded upon closing an account after deducting any charges due.  Deposits may be transferred from an existing customer's account to a new account location within the Winchester or Frederick County service area.
