Following an extensive search resulting in 83 applications, Winchester City Manager, Eden Freeman, has selected Shawn Hershberger of Cumberland, Maryland as the City’s new Development Services Director. Shawn currently serves as the Executive Director of the Cumberland Economic Development Corporation.
“Shawn brings a wealth of experience in handling a variety of development projects and an understanding of how to proactively engage local businesses and increase workforce development and career and technical efforts,” stated City Manager Eden Freeman. “His vast knowledge and expertise will be beneficial in helping the City advance its economic development-related strategic plan goals and objectives.”
Shawn graduated from Frostburg State University in 2005 with a Bachelor of Science degree in Political Science and has completed a Graduate Certificate in Community and Economic Development from Penn State University.

The position of Development Services Director is new to the City and was created with the FY17 adopted budget. This position will oversee the City’s Planning, Zoning and Inspections, Tourism, Economic Redevelopment, Workforce and Business Development and Old Town departments. The Development Services Director also replaces the City’s Economic Redevelopment Director position which was eliminated in the FY17 budget.
Shawn will begin his service with the City of Winchester on March 27, 2017 (starting salary: $110,000). Shawn and his wife will relocate to Winchester with their four children.
