Mr. Veach is a local small business owner, operating his State Farm Insurance Agency since 1991. He was elected to the Common Council in 2008 and re-elected in 2012 and 2016. Mr. Veach was voted Vice-Mayor in 2013 and Vice-President in 2018. Mr. Veach graduated from Carnegie Mellon University with a Bachelor of Science in Chemical Engineering and a Master of Science in Civil Engineering. Mr. Veach lives in Ward 1 with his wife, Sabra, and three children.

Mr. Wiley is the Business Development Manager for Howard Shockey & Sons, Inc. and also an Associate Broker with OakCrest Commercial Real Estate. Mr. Wiley was elected to the Common Council in 2014, voted Vice-President in 2015 and President in 2018. Prior to being elected to City Council, Mr. Wiley served for five years on the Winchester Planning Commission and was Chairman for the last three years. Mr. Wiley graduated from George Mason University with a Master’s in Education and a Bachelor’s of Science in Economics.

Mr. Hill retired as a Case Coordinator with Timber Ridge School. He was first elected to the Common Council in 2008 and voted Vice-Mayor in 2018. Mr. Hill graduated from Winston-Salem State University in Winston-Salem, North Carolina, with a Bachelor’s degree in History (major) and Sociology (minor). Mr. Hill also graduated from George Mason University with a Master’s degree in Counseling.

 

Community Meetings

Since 2018, Vice-Mayor Hill has held community meetings to provide information and answer questions about various topics:

  • Four meetings in 2018-2019 discussing City utility infrastructure (sidewalks, water/sewer/stormwater, roads) and capital projects
  • Four meetings in 2019-2020 discussing development services (economic development, planning, zoning and inspections)

Ms. Herbstritt is a local small business owner, operating Shady Knoll Mushroom Farm LLC. In addition, she has a long history of service with non-profits in leadership and management roles. In November 2018, she was elected to the Common Council. Ms. Herbstritt holds a degree in psychology with honors from California State University, Long Beach and a Masters of Arts in Nonprofit Leadership and Management form the University of San Diego. She is a graduate of the Community Leadership Program at the Top of Virginia Region Chamber and completed the City's INSIGHT Citizen’s Academy.

Mr. Sullivan was appointed to the Common Council in May 2014 to fill an unexpired term and was elected in a Special Election in November 2014 to fill the remaining two years of the term. He graduated from John Handley High School in 1996 and from Radford University in 2000, where he received a Bachelor of Science in Media Studies. Mr. Sullivan has worked in Sports Marketing and Publishing and has been a small business owner in Winchester. Mr. Sullivan is currently employed at Mecmessin Corporation.

Mr. Willingham is the Market President for Wells Fargo Bank in Winchester. He was elected to the Common Council in 2008 and re-elected in 2012 and 2016. Mr. Willingham graduated from Virginia Tech where he doubled majored in Accounting and Finance.
