Emily Windle serves as the Legislative Assistant to Delegate Delores Oates from House District 31. She graduated from Wilkes University with a Bachelor of Arts in English and Education and James Madison University with a Masters in Educational Leadership and School Administration. Emily is currently finishing her doctoral degree at Wilkes University, where she is studying the connection between schools, politics, and community relations. Since moving to Winchester in 2018, Emily has been actively involved in the community, where she has enjoyed coaching several sports and attending community events and meetings.

Mr. Hill retired as a Case Coordinator with Timber Ridge School. He was first elected to the Common Council in 2008 and voted Vice-Mayor in 2018. Mr. Hill graduated from Winston-Salem State University in Winston-Salem, North Carolina, with a Bachelor’s degree in History (major) and Sociology (minor). Mr. Hill also graduated from George Mason University with a Master’s degree in Counseling.
