Clerk not offering some services to non-Virginia residents during pandemic

Winchester Circuit Court Presiding Judge Honorable Alexander R. Iden issued the following order on March 18, 2020:

The Court finds that the current outbreak of COVID-19 presents a threat to the health and safety of the Clerk's office personnel and the general public. The Court further finds that the Supreme Court of Virginia, pursuant to an Order Declaring Judicial Emergency, has stressed the need to prevent the spread of the virus.

The Court ORDERS, pursuant to the Court's authority, to close the Clerk's office when conditions would constitute a threat to the health and safety of the Clerk's office personnel and the general public, that the Clerk shall no longer issue marriage licenses or process passport applications to non-residents of Virginia until further notice of the Court.
