Informative, Local Historical Program to be Held at Handley Library 

The Friends of Handley Regional Library System will be presenting an informative local historical program in the Handley Robinson Auditorium at the Handley Library branch on September 25, 2021, in person at 2:00 PM entitled “Judge Richard Parker: A Man of His Times”.  

Judge Richard Parker was born in Richmond, Virginia. He studied law at the University of Virginia. He was elected judge of the thirteenth judicial circuit of Virginia in 1851. He was living in Winchester, Virginia when he served as the judge in the trial of John Brown and his men after the raid on Harpers Ferry in 1859. He left the court in 1869 when the Union Army, occupying Virginia shut courts down, and resumed practicing law in Winchester until his death on November 1, 1893.

The Presenter, Trish Ridgeway, has published several articles about Judge Parker and is also working on a book about him. Trish and her husband, Harry, opened the Old Court House Civil War Museum in Winchester in 2003. Recently the Shenandoah Valley Battlefields Foundation took over the operation of the museum. Ms. Ridgeway was Director of the Handley Regional Library System from 1993 to 2013.
