Housing Choice Voucher Program

The Housing Choice Voucher Program is the federal government's major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes, townhouses and apartments.

A family that is issued a housing voucher is responsible for finding a suitable housing unit of the family's choice where the owner agrees to rent under the Housing Choice Voucher Program. This unit may include the family's present residence. Rental units must meet minimum standards of health and safety, as determined by the Virginia Housing Development Authority.

A housing subsidy is paid to the landlord directly by the Virginia Housing Development Authority on behalf of the participating family. The family then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program.

The Winchester Office of Housing only serves families that live/work in the City of Winchester. Anyone may apply but those applicants who live/work in Winchester are placed on the waiting list ahead of those who do not live/work in Winchester. If you do not live/work in the waiting list area you will not be pulled from the waiting list to receive a voucher due to the number of applicants that live/work in the waiting list area.

The Housing Choice Voucher Program is a City of Winchester program. The Virginia Housing Development Authority contracts with the city to administer this program. This program provides low-income families with decent, safe and sanitary housing at prices they can afford.  The program pays the difference between the voucher payment standard and 30% of the participant's monthly adjusted income toward rent and utilities.  The participating family pays the difference between the rent and the amount subsidized, not to exceed 40% of their monthly adjusted income at initial leasing. The are several requirements that must be met in order to be deemed eligible for assistance. Eligibility is determined by household income and family size and are as follows:

All applications are processed in the order that they were received, with the exception of our first preference.

City of Winchester Waiting List Selection Process

Applicants are selected in order of date and time of application by preference.

  1. First preference is given to applicants living and/or working in the City of Winchester.
  2. Second preference is given to those applicants who are Working Families: Families where the head, spouse, or sole member is either employed, is age 62 or older, or is a person with disabilities.
  3. Third preference is given to those applicants who are Homeless: “Any person or family that lacks a fixed, regular, and adequate nighttime residence; or is living in a shelter, an institution that provides a temporary assistance, or a public or private place not designated for regular sleeping accommodation”.
  4. All other applicants are selected after preference holders are selected in order of date and time of their application.

  • The Waiting List for the Housing Choice Voucher Program, formerly known as Section 8, is currently closed. 
  • If you are an applicant that has a pending application for the Housing Choice Voucher Program please notify our office of any changes in your contact information. Our staff will attempt to contact applicants twice by mail. If our office is unable to make contact with the applicant their name will be removed from the waiting list
