Construction of the next phase of the Green Circle Trail (Phase III) on the south side of Jubal Early Drive from west of Harvest Drive to east of Valley Avenue began in mid-July 2020. This phase will construct a 10-foot pedestrian trail between Abrams Crossing shopping center and The Lofts at Jubal Square apartment complex (see map below).
“This is a critical section of trail, that will connect two existing paved sections and allow users to stay on the south side of Jubal Early Drive removing the need to cross this busy street. The new section will greatly improve pedestrian safety in this area,” stated Public Services Director Perry Eisenach.
Lane closures are expected to occur intermittently during the project (right lane of eastbound Jubal Early Drive only) to allow construction to be completed safety. The cost of construction for this phase is approximately $850,000 and will be paid for by a combination of City of Winchester Capital Improvement Plan, Virginia Department of Transportation and Federal funds. Construction is expected to be completed in the summer of 2021, weather permitting.
