Since November, the City of Winchester has offered an assistance program in partnership with the United Way of the Northern Shenandoah Valley for residents who have been affected by the COVID-19 pandemic and cannot pay their utility bills. Now, thanks to additional CARES Act funding and a new payment plan program, local residents now have more options to help them get caught up on their past-due water and sewer bills.
The City of Winchester will operate on the following schedule in observance of the Thanksgiving holiday:
On December 1, 2020, the Winchester Police Department (WPD) was notified by the Virginia State Police and Commonwealth’s Attorney Marc Abrams that no charges would be sought in the officer involved shooting on Massanutten Terrace on November 11th that resulted in the death of 52-year-old Winchester resident Eric Clark.
The City of Winchester will operate on the following schedule in observance of the Veterans Day holiday on Wednesday, November 11:
On October 28, 2020, at 8:56 pm, the Winchester Police Department (WPD) responded to a parking lot in the 500 block of Adams Drive for a male suffering from one gunshot wound to the chest. When officers arrived on scene, they found the male, identified as Kevin Michael Riley, 29, of Winchester, lying in the parking lot. Officers immediately began emergency aid efforts until Winchester Fire and Rescue arrived on scene. Riley was transported to the Winchester Medical Center where he later succumbed to his wounds.
The City Council Boards and Commissions Committee will meet every third Monday at 1:00 pm starting November 16, 2020.
The City Council Public Safety Committee will hold its first meeting on Thursday, November 12 at 5:30 pm.
The City Council Finance Committee will hold its first meeting on Tuesday, November 17 at 5:30 pm.
All three committees will meet in the Rouss City Hall Council Chambers (15 N. Cameron Street).
Due to the COVID-19 pandemic, restrictions applied by Phase III of Virginia’s reopening plan, and for the safety of our community, we have decided to cancel the 2020 Holiday Parade and Tree Lighting Ceremony held annually in Old Town Winchester. In its place, a light show in Jim Barnett Park, called Lights in the Park, will be offered for our community to experience from the safety of their vehicle and at their leisure.
The City's 2020 leaf collection season will begin in Area 2 on Monday, November 2 (weather permitting). Daily updates concerning where crews are working and which area is projected to be collected next will be posted on the Public Works Leaf Collection web page at https://www.winchesterva.gov/leafcollection.
There are two options for disposing of fallen leaves in the city: curbside vacuum service or bag-n-go.
