Public Services provides residents with water, wastewater, stormwater, street and sidewalk maintenance, trees, facilities maintenance for City buildings, engineering, and refuse and recycling services.

Utility Emergencies

Providing around-the-clock services is vital to our consumers. Public Utilities has personnel on-call 24 hours a day to respond to emergencies such as sewer backups or stoppages and water line leaks or breaks.

Obtaining Water Services

Application for water and sewer can be made at the Utilities Customer Service Center located in Rouss City Hall. A deposit is required for all first-time residential customers and credited to the account after six consecutive timely payments.

Refuse and Recycling Collection

Recycling

Refuse and recycling is collected once per week (see schedule below). Please place all trash and recycling near the curb by 6:00 am or no earlier than 6:00 pm the night before.

  • Monday & Tuesday - General Recycling
    Co-mingle glass, aluminum cans and foil, #1 & #2 plastics in a bin and place mixed paper in a paper bag (no Styrofoam).
  • Wednesday - Yard Waste
    Leaves, grass clippings, other yard waste, and Christmas trees (designated January collection day only)
  • Thursday & Friday - Refuse Collection
    No bag limit, but the provided cart lid must close
  • Refuse and recycling schedule changes due to holidays

Disposing of unwanted items


Sidewalk Snow Removal Responsibilities

Property owners must remove snow from their sidewalks within 24 hours after the snowfall ends for accumulations of 6" or less or within 48 hours if accumulation is greater than 6". City’s Snow Plan and Policies

The City of Winchester is proud to be a Tree City USA for over three decades. The Trees Division is responsible for the health and safety of all trees on streets and in the public rights-of-way.
