DBE Program Overview

It is the policy of Winchester Transit that disadvantaged business enterprises (businesses owned by women and minorities) as defined by the U.S. Department of Transportation regulation 49 CFR Part 26, as amended, shall have a fair opportunity to compete for and participate on Winchester Transit contracts and subcontracts.

Disadvantaged Business Enterprise (DBE) Program Plan

Winchester Transit may assign DBE participation goals on a contract-by-contract basis on federally funded construction contracts having a total dollar value greater than $200,000.  The goal may be satisfied by utilizing one or more DBE's as subcontractors or suppliers of goods and services of any kind or nature, provided that the DBE performs the tasks awarded when the contract was executed.  DBE firms may also participate as prime contractors.

FY19-21 Projected DBE Goal Public Notice

In accordance with the requirements of the U.S. Department of transportation as set forth in 49 C.F.R. Part 26, as amended, Winchester Transit, hereby notifies the public that it is recommending the following Disadvantaged Business Enterprise (DBE) goal for applicable professional services, construction, and procurement contracts during Fiscal Years 2019, 2020 and 2021 beginning October 1, 2018 and ending September 30, 2020.  The overall total DBE goal per year is 2%.  Information pertaining to this goal and the DBE Policy is available for inspection from 8:30 a.m. to 5:00 p.m. Monday through Friday at the Winchester Transit office at 301 East Cork Street, Winchester, VA 22601, for 30 calendar days following the date of publication of this notice.  Written comments on this goal will be accepted for 30 calendar days from the date of publication of this notice.  The comments are for informational purposes only and may be sent to the Transit Director at 301 East Cork Street, Winchester, VA 22601, or to the Federal Transit Administration, Attn:  RCRO, 1760 Market Street, Suite 500, Philadelphia, PA 19103-4124.

DBE Certification

Only the participation of minority and women-owed firms that have been certified in the State of Virginia by the Virginia Unified Certification Program can be counted towards satisfaction of the goal.  If you are a small, minority or woman-owned business, you are especially encouraged to participate in our business opportunities.

Small Business Enterprise (SBE) Program

In accordance with 49 CFR 26.39: Fostering Small Business Participation, Winchester Transit has amended its DBE Program to include a Small Business Enterprise (SBE) element.  Winchester Transit intends to foster race-neutral, small business participation by structuring contracting requirements to facilitate competition by small business, taking all reasonable steps to eliminate obstacles to their participation, including unnecessary and unjustified bundling of contract requirements that may preclude small business participation in procurements as prime contractors or subcontractors.

All firms wishing to participate in Winchester Transit's small business program will be required to meet the following eligibility requirements:

  • All certified DBE's are eligible to participate;
  • Small businesses are eligible to participate if they have a current, valid certification from or recognized by the Small Business Association.
