On Monday, January 11, 2021, the City’s contractors will begin work on two large constructions projects totaling over $17.2 million in costs that were first approved by City Council in November 2016: 1) Hope Drive extension and Tevis Street cul-de-sac and 2) Valley Avenue sidewalk and drainage improvements. Both projects are expected to be completed by summer 2022, weather permitting.
For both projects, there will be traffic delays, lane closures and some streets in the project area will be closed during certain periods. One lane of traffic in each direction will always be maintained on Valley Avenue and access will be maintained to all businesses in the project areas during their regular business hours. Please drive safely in these work zones.

Hope Drive/Tevis Street Improvement Project ($8.3M):
- Extend Hope Drive to Pleasant Valley Road that will include a new railroad crossing
- Re-align Papermill Road to connect with Hope Drive and remove the existing Papermill Road railroad crossing
- Convert Tevis Street into a cul-de-sac east of Bradford Court and remove the existing Tevis Street railroad crossing
- Create a large stormwater management pond to meet state/federal regulations
- Replace water and sewer mains where necessary
Valley Avenue Improvement Project ($8.9M):
- Construct sidewalks and curb and gutter where none exists to complete sidewalk connectivity between the southern city limits and Middle Road
- Add/improve a significant amount of stormwater infrastructure where needed, especially near the intersection with Tevis Street.
- Replace water and sewer mains where necessary
These projects were approved in 2016 in order for the City to apply for VDOT funding. It takes approximately five years to receive approved funding from the state, therefore, the project could not begin until funding was received. Perry Engineering Company was awarded the contract for the Hope/Tevis project and Arthur Construction was awarded the contract for the Valley Avenue project.
