Juvenile Detention Center The Northwestern Regional Juvenile Detention Center to provide a safe and secure setting that offers opportunities for success and personal growth. The NRJDC provides the temporary secure care and custody of children and adolescents who cannot be served in an open setting and are referred to the NRJDC by the appropriate authorities pending juvenile court disposition or placement.

Police The Winchester Police Department is one of Virginia's 100+ accredited law enforcement agencies. The department has 105 employees, 79 of which are sworn law enforcement officers. We utilize community policing activities to stay connected with our residents and businesses and value integrity, transparency, teamwork, and commitment.
Public Services Winchester’s Public Services Department is comprised of over 200 hardworking public servants who keep water flowing in and out of your home, collect your trash and recycling, take you where you want to go with public transportation, maintain City-owned facilities and grounds, manage downtown parking, keep your streets safe and clean, and oversee the City’s capital projects.
Purchasing The Purchasing Division assists the City with purchasing required goods and services in conformance with the Virginia Public Procurement Act and City Council’s policies and procedures. Purchases in the amount of $100,000 or greater require formal procurement through advertised sealed competitive bidding. The Purchasing Division issues Invitations for Bids (IFB) and Requests for Proposals (RFP).
