Community Development

The Community Development Department includes, planning and zoning, building and inspections, and housing and urban development.

Emergency Management coordinates the emergency mitigation, preparedness, response, and recovery efforts for the residents of the City of Winchester with appropriate City agencies and external partners.

Fire & Rescue

To professionally provide and enhance life safety and fire protection services in a safe, resolute and respectful manner for all our community partners.

Winchester Fire and Rescue Department strives to be a leader in combination Fire and Rescue Services.

Juvenile Detention Center

The Northwestern Regional Juvenile Detention Center to provide a safe and secure setting that offers opportunities for success and personal growth. The NRJDC provides the temporary secure care and custody of children and adolescents who cannot be served in an open setting and are referred to the NRJDC by the appropriate authorities pending juvenile court disposition or placement.

Parks & Recreation

Winchester is home to over 270 acres of park land. Jim Barnett Park features over 170 acres of beautiful green space and amenities. Join an athletic league, take a music class or swim lesson, or join us for outstanding community events like Rockin' Independence Eve.

Police

The Winchester Police Department is one of Virginia's 100+ accredited law enforcement agencies. The department has 105 employees, 79 of which are sworn law enforcement officers. We utilize community policing activities to stay connected with our residents and businesses and value integrity, transparency, teamwork, and commitment.

Public Services

Winchester’s Public Services Department is comprised of over 200 hardworking public servants who keep water flowing in and out of your home, collect your trash and recycling, take you where you want to go with public transportation, maintain City-owned facilities and grounds, manage downtown parking, keep your streets safe and clean, and oversee the City’s capital projects.

Purchasing

The Purchasing Division assists the City with purchasing required goods and services in conformance with the Virginia Public Procurement Act and City Council’s policies and procedures. Purchases in the amount of $100,000 or greater require formal procurement through advertised sealed competitive bidding. The Purchasing Division issues Invitations for Bids (IFB) and Requests for Proposals (RFP).

We serve our community by providing critical human services to our residents in times of need. Our programs and services help to stabilize income, provide for basic needs, promote self-sufficiency and protect and strengthen children, families and vulnerable adults.
