The Civic Leadership Academy's nine-month program, running from September through May, provides residents with an opportunity to learn firsthand about the role of local government and to get an inside look at city operations. The program will offer residents an interactive learning experience at various city facilities, led by City department subject-matter experts. It's a great way to get involved in the City, whether you are planning on applying for a City Board or Commission, volunteering, or something else!

Applications now open until July 15 for the fall 2026 class!

Qualifications

  • Open to residents of the City of Winchester.
  • Participants must be 18 years of age or older.
  • To cover staff and food costs, the participant fee is $100.00 once the application is accepted.
  • Participants must be willing to commit to attending eight monthly sessions and the Graduation.
  • Participants are expected to display professional courtesy and respectful conduct to promote a positive experience for all.
  • Monthly sessions will run from 1:00 p.m. until 4:00 p.m.
  • The course is apolitical. While completion of the program may prepare a resident to run for local office in the future, participants may not run for the Winchester City Council during the course.
  • The class size is limited to 16 participants.

  • December 11: Creating an Impactful, Balanced Budget | Rouss City Hall 
  • January 15: Keeping Our City Safe Part I: Police Department | Timbrook Public Safety Building
  • February 19: Keeping Our City Safe Part II: Fire & Rescue Department and Emergency Management | TBD
  • March 19: Strengthening the Safety Net: Social Services | Department of Social Services
  • April 16: Ensuring a High Quality of Life | Jim Barnett Park and Recreation Center
  • May 21: Graduation | TBD
