Independence Day Schedule Changes 2025

On Friday, July 4, City offices, the Jim Barnett Park Rec Center, Winchester Transit, and the Joint Judicial Center are closed. The Outdoor Pool at Jim Barnett Park is OPEN.

Open or Close a Utility Account

Water & Wastewater

We have the 3rd oldest water system in the United States; the only systems older than Winchester’s are Philadelphia and Allentown, Pa. However, due to our stellar utility team, our service is world-class.

Waste & Recycling

The City collects recycling, trash, and yard waste curbside once a week. Recycling is collected on Monday/Tuesday (depending on your location), Yard Waste is collected on Wednesday (except for holiday weeks), and Trash is collected on Thursday/Friday (depending on your location).

Stormwater

The Stormwater Utility Fee is a shared funding mechanism to maintain stormwater infrastructure, prevent flooding, mitigate damage from costly natural disasters, and meet the requirements of the City’s state and federally-mandated stormwater permit. The utility, used in 30 other localities, will be charged to all properties in the City, including typically tax-exempt organizations.
