The Winchester Parks & Recreation Department (WPRD) permits individuals, businesses, civic groups and other organizations to use park facilities. A Special Event Permit is required for any parade, special event, or filming/photography utilizing public property. If you would like to use Jim Barnett Park or one of the City’s community parks for one of these purposes, complete a Special Event Permit Application and submit to the Police Department at the Timbrook Public Safety Center at least 60 days prior to your requested event date. Once the application has been processed by the Police Department, the application will be forwarded to the Parks and Recreation Department. You will then be contacted by the Parks and Recreation Facilities Coordinator to meet and discuss your event. TIP: Be sure to download the application and open it in Adobe before completing the requested information. It will not save your information if completed while online. A $25 application fee is required upon submission.
In recognition that City of Winchester residents support our department through their city taxes, the City offers residents a discounted fee (RDF). Must reside in the 22601 zip code. All those outside of the 22601 zip code pay the regular Fee.
