City offices are open to the public. To reduce the spread of COVID-19, we encourage you to Skip the Trip and continue to use online services and contact staff by email or phone whenever possible. If you must visit the WDSS office, please remember to wear a mask and practice social distancing. 

  • Applying for SNAP, Medicaid, TANF, energy assistance and other benefits:
    • Paper applications are now available in the cabinet outside the WDSS office during business hours
    • Completed paper applications can be returned via the dropbox located outside the main door 
    • Preferred option for applying for these benefits is by using CommonHelp (available 24/7)
  • Turning in eligibility documents or report case changes

    • Call or email your case worker
    • Complete a communication form and put it in the dropbox
  • Housing Office (411 N. Cameron Street)
    • Closed except for appointments
    • Call 540-535-2886 to make an appointment or speak with a Housing Specialist

    • Only three people will be permitted in the lobby at one time
    • Additional visitors will need to form a socially-distanced line outside the office
    • Ring the buzzer to announce your arrival

Apply for Benefits Online or By Phone | Aplica para los beneficios de asistencia en línea o por teléfono

Apply for help with food, child care, heating and cooling bills, health care and cash assistance online using CommonHelp (available 24/7). You can also apply by phone for all benefit programs by calling 1-855-635-4370, Monday-Friday, 7 am to 6 pm.

To Report Abuse and/or Neglect

Anyone may report suspected child maltreatment to the Winchester Department of Social Services by calling (540) 662-3807 from the hours of 8:30 am-4:30 pm (Mon-Fri). After-hours reports can be made by calling (540) 662-4131. If a child is in immediate danger, dial 911.

In addition, a report may be made by calling the statewide Child Abuse and Neglect Hotline of (800) 552-7096 from outside the state or (804) 786-8536 from inside Virginia.
