Abrams Creek at Jim Barnett Park This project consists of the relocation and restoration of Abrams Creek and an upstream outfall located in Jim Barnett Park between Lowry Drive and Ralph Shockey Drive.
Boscawen Street Pedestrian Mall Improvements The City is evaluating traffic operations and infrastructure improvements to enhance pedestrian safety in the downtown area, with staff assessing both short- and long-term safety measures and providing updates as the effort progresses.
Cedar Valley NDD Corridor Enhancements This project improves traffic flow, pedestrian and bicycle safety, and underground utilities in the North Downtown District. Work includes lane reconfiguration, bike lanes, safer intersections, signal upgrades, and water, sewer, stormwater, and utility improvements to support safe, efficient, and attractive growth.
Dancing Fountain (aka Splash Pad) Renovations After 13 years of fun, the splash pad’s central control system unexpectedly failed. This system is necessary to safely operate the splash pad, so it will remain closed this season while we get things back up and running.The highly specialized replacement parts necessary for safe operation are taking longer than expected to arrive, so the splash pad is currently scheduled to reopen in summer 2027.
Jefferson Pump Station The City is planning water infrastructure improvements at the end of Jefferson Street, including two elevated storage tanks and replacement of an aging booster station originally built in the 1960s. The project will improve system reliability and capacity.
Jefferson Street Water Main Replacement This project will replace and upgrade aging water infrastructure along Valley Avenue and Jefferson Street to improve water service reliability.
Millwood Ave. Improvements The City is widening Millwood Avenue between Apple Blossom Drive and mall Blvd to three lanes in each direction and eliminating the existing traffic signal and left turns at the Mall BLVD intersection. This Capital Improvement Project will significantly improve traffic flow.
Pleasant Valley & Cork New Right-turn Lane The City of Winchester will begin construction at the intersection of North Pleasant Valley Road and Cork Street to install a new right-turn lane aimed at improving traffic flow and intersection operations. Construction is anticipated to begin June 1, 2026, and continue through the first week of August, weather permitting.
Preston Field Press Box The City is constructing a new press box and restroom facilities at Jim Barnett Park to support park programming and improve visitor experience..
South End Fire Station The City is constructing a new, 26,000-square-foot, two-story South End Fire Station which will feature four apparatus bays on S. Braddock Street, a three-story hose tower, a second-floor patio, and is targeting LEED Silver certification.
