Since moving to Winchester in 2004, Kathy has been active in community service. She was the former Vice President of Patient Care/CNO from Winchester Medical Center. She was Board Member, Chair, and Interim Executive Director for the Dr. Terry Sinclair Health Clinic from 2007-2017. From 2011-2019, Kathy served on the Advisory Board for Winchester Social Services. In 2020, she served as Interim Director of Health Professions at Laurel Ridge Community College. Currently, she is Board Chair of the Westminster Canterbury Foundation Board. She is a graduate of the City's INSIGHT Citizen's Academy and also a member of Winchester Rotary.
Kathy holds an active multi-state RN license and a BS in Nursing. She attended Louisiana State University of Alexandria, Central Oklahoma University, and earned her Master’s Degree in Public Administration from Oklahoma State University.
Kathy is married to Colonel John Tagnesi, AF Ret., and has traveled extensively in the United States, Europe, and Asia. They lived in Tokyo for 3 years where she taught English and started a small art studio business. An active traveler, she has visited numerous countries in Europe and Asia, as well as Mexico, Egypt, and Cuba.
John and Kathy have two grown children and a Cavapoo named ENNA.
