The Bloom is an annual event organized by the Shenandoah Apple Blossom Festival private organization and held in the City of Winchester and Frederick County. Attracting crowds in excess of 250,000 people, the festival includes over 10 days of events, such as the Bloomin' WinFest, Apple Blossom Carnival, dances, parades, band concerts, sporting events, luncheons, parties, and much more.

Although the City of Winchester local government does not organize this event, various City departments are involved in making sure festival activities are safe for all attendees. Below is important information you may find useful during this year's festival.

Parking in Old Town

With the street closings and parking restrictions to be implemented during the Bloom, the parking garages are the best alternative. The four downtown garages are one block from the parade route and the Midway.

NOTE: Credit cards only. No cash accepted. Reserved parking tickets will NOT be sold.

Wine Fest Parking*

A parking fee of $20 will be collected at the gate of all four garages starting at 12:30 pm on Friday, April 24, and 8:30 am on Saturday, April 25.  

Firefighter and Grand Feature Parades*

A parking fee of $25 will be collected at the gate of all four garages starting at 9 am on Friday, May 1, and 8 am on Saturday, May 2. NOTE: The Braddock Autopark will be closed at 12 pm on Friday, May 1, through midnight on Saturday, May 2. Once the gate is closed, vehicles and people will not be able to enter or exit.

Handicap Parking

Monthly Tenant Access

Wine Festival
  • Friday – AVI Tags will be honored at all Autoparks during the day's events. There will be no guaranteed monthly parking spaces after 1 pm.
  • Saturday – AVI Tags will not be honored at all Autoparks. All patrons parking in the garages will be charged the $20 event parking fee. There will be no guaranteed monthly parking spaces provided during the event.
Shenandoah Apple Blossom Festival
  • Friday – Court Square, George Washington and Loudoun Autoparks will be open for normal business. AVI Tags will be honored at these three garages during the parade. There will be no guaranteed monthly parking spaces.
  • Saturday – AVI Tags will not be honored at all Autoparks. All patrons parking in the garages will be charged the $25 event parking fee. There will be no guaranteed monthly parking spaces provided during the event.
  • Braddock Autopark CLOSURE – Braddock Autopark will be closed beginning on Friday at 12 pm through Saturday at midnight. After the gate is lowered and locked at 12 pm on Friday, parkers and pedestrians will not be able to enter or exit the garage. If the vehicle is left in the garage during this time, additional fees will not be charged.

Parking Restrictions

Thursday, April 30

NO PARKING on the following Streets on Thursday, April 30, 2026 beginning at 5:00 p.m. – VIOLATOR’S VEHICLES MAY BE TOWED. Streets will close to traffic promptly at 6:00 p.m.

Piccadilly Street and Fairfax Lane from N Braddock Street to N Cameron Street.  Loudoun Street from W Piccadilly Street to Baker Street. Indian Alley from W Boscawen Street to W Fairfax Lane. The Streets will remain closed until the conclusion and cleanup of the downtown midway in the early morning hours of Sunday May 3.

Friday, May 1 – Saturday, May 2

Parking will be prohibited and strictly enforced on the following Streets beginning at 7:30 a.m. on Friday until 8:00 p.m. on Saturday:

The following additional streets will be closed to parking for the FORMATION of the parades beginning on FRIDAY at 12:00 NOON until the Firefighter’s Parade is over,  and on SATURDAY at 7:00 AM until the Grand Feature Parade is over:

  • Cecil St from S Stewart St to S Kent St
  • Leicester St from S Stewart St to S Kent St
  • Monmouth St from S Stewart St to S Kent St
  • Clark St on Westbound ONLY
  • Fairfax Lane from N Washington St to N Braddock St

MISCELLANEOUS PARKING AND TRAFFIC RESTRICTIONS/INFORMATION

  • NO DOUBLE PARKING is permitted on any City St regardless of whether or not it is closed. 
  • NO VEHICLES may stop or park in the middle of the road along the parade route and on roadways connecting to the parade to allow emergency vehicles to access the area.
  • Handley Avenue – Parking will be prohibited on the WHOLE ROAD from Jefferson St to West Leicester St on Friday only beginning at 3:00 PM.
  •  Morgan St will be two-way until the parades are over. Absolutely NO TRUCKS ARE ALLOWED ON THIS ROUTE!
  •  Traffic on the 200-300 blocks of Miller St will become one way only going west to Handley Ave from Valley Ave on FRIDAY, May 1 at 8:00am.  The 200-300 blocks of West Whitlock Ave will also become one way going east from Handley Ave to Valley Ave.  The traffic pattern changes for both Sts will end Saturday, May 2  at 12:00am (midnight) and go back to normal two-way traffic on both Sts.
  •  Jefferson St will be CLOSED to all traffic on FRIDAY, May 1 from 3:00PM until 10:00PM for the Bloomin’ Mile Kids Race and again on SATURDAY, May 2 from 7:30 AM until 11:00 AM for the 10K RACE.
  •  Seldon Dr – There will be NO PARKING allowed on the NORTH side of the St near the intersection with Miller St.
  •  Handley Ave - There will no NO PARKING allowed on the WEST side of the St from Miller St to Jefferson St.
  •  Millwood Ave at Pleasant Valley Rd will be CLOSED to all westbound traffic on FRIDAY, May 1 at 3:00 PM until 10:00 PM AND on SATURDAY, May 2 at 12:30 PM until the Grand Feature Parade is over.

♿ HANDICAP PARKING - There will be approximately 50 handicap parking spaces available at Handley High School’s, Lower Lot, this is first-come, first-served basis.  Due to various road closures to access the lot you will take Amherst St, bear right on to Boscawen St, turn right onto Stewart St, then a right onto W Cecil St and turn left down Handley Ave. Security will direct you to the parking area, you will be required to show proof of ♿ placard. Handicap parking is also available on a first-come, first-served basis at various St locations around the event areas marked with signage. DO NOT PARK ON STS OTHERWISE CLOSED TO PARKING. There are a limited number of paid fee spaces at the auto parks as well.

  • Bond St: Southside from Kent St to Cameron St
  • Cameron St: Eastside from Bond St to Southwerk St
  • Commerce St: Eastside from Southwerk St to Whitlock Avenue
  • Jefferson St: From the Innovation Center to end of pavement 
  • Kent St: Westside of St from Southwerk St to Millwood Avenue
  • Kent St: Both sides of the St from Whitlock Avenue to Southwerk St
  • Loudoun St: Both sides of St from Southwerk St to Whitlock Avenue
  • Southwerk St: Both sides of St from Kent St to Loudoun St                                                
  • Whitlock Avenue: Both sides of the St from Loudoun St to Kent St

Medical Aid Stations

A Medical Aid Station and medical personnel will be staged at the end of the parade route at the intersection of Gerrard Street and Cameron Street, and North Braddock Street near the Handley Library, plus other emergency units are located at various locations along the parade route. If you need medical attention and cannot get to the emergency station or units on your own, dial 9-1-1 for emergency service.

Public Transportation

WinReady

WinReady will run on schedule with limited access to downtown. 

Loop and Laurel Ridge Routes

Fixed routes will NOT run May 1-2. 

Towed Vehicles

Parade line-up routes and traffic detours create changes to on-street parking areas close to all of the events. Do not park on streets marked "Closed to Parking" - pay close attention to parking restriction signs, or your vehicle will be towed. If your vehicle does get towed, contact the City's non-emergency assistance line at (540) 662-4131 to get its location.

Pets

Pets are not permitted inside Shenandoah Apple Blossom ticketed events.  

Pets are also not allowed to enter the Loudoun Street Mall area during Apple Blossom events on Friday, May 1, and Saturday, May 2. The prohibited area is defined as the area north of Cork Street, south of Fairfax Lane, east of Braddock Street, and west of Cameron Street, inclusive of the named streets. This is for the pets’ safety as well as the safety of the festival attendees. Your cooperation is greatly appreciated.

The dates and restrictions are: 10 a.m. on Friday, May 1, to 10 p.m. on Saturday, May 2. Permitted animals include:

  • service animals
  • vendors that have obtained written authorization from the Chief of Police
  • residents living within the designated area can walk their animals to and from their residence but may be required to show proof of residency while walking their animals through designated areas
