Emergency Snow Declaration

Based on the weather forecast for this weekend, the Interim City Manager has declared a snow emergency for the City of Winchester effective 8:00 a.m. on Friday, January 23.

Parking

Starting at 8:00 a.m. on Saturday, January 24 all City-owned parking garages will be open for free parking to ensure that snow emergency routes are clear for plows. This will be offered on a first-come, first-served basis. Once the snow emergency is over, residents will be given 12 hours to remove their vehicles from the garage, or they will be charged a $30 lost ticket fee. The notice for the end of free parking will be shared via the City's website, social media, email, and text message alerts. Sign up for City updates at www.winchesterva.gov/subscribe.

Snow Emergency Routes

In October 2025, new snow emergency routes were adopted. You cannot park or abandon a vehicle along a snow emergency route. If a vehicle is parked, stalled, stuck, or abandoned on a snow emergency route, it may be towed, and the towing cost will be charged to the vehicle's owner. You can also be fined $50 for each offense.
