Emergency Snow Declaration
Based on the weather forecast for this weekend, the Interim City Manager has declared a snow emergency for the City of Winchester effective 8:00 a.m. on Friday, January 23.

Parking
Starting at 8:00 a.m. on Saturday, January 24 all City-owned parking garages will be open for free parking to ensure that snow emergency routes are clear for plows. This will be offered on a first-come, first-served basis. Once the snow emergency is over, residents will be given 12 hours to remove their vehicles from the garage, or they will be charged a $30 lost ticket fee. Snow Emergency Routes
In October 2025, new snow emergency routes were adopted. You cannot park or abandon a vehicle along a snow emergency route. If a vehicle is parked, stalled, stuck, or abandoned on a snow emergency route, it may be towed, and the towing cost will be charged to the vehicle's owner. You can also be fined $50 for each offense.
