Thank you to all our engaged residents to took Winchester’s 2025 Community Survey!

The anonymous survey, which was administered by ETC Institute, provides community members, our City Council, City staff, and our civic and non-profit organizations with a road map to future decision-making.

We are committed to providing the highest level of service to our residents, and the survey is an opportunity to listen to our residents and “check in” on how we are doing.

Percentage of respondents who provided an "excellent" or "good" response when rating the City as a place to live, up two points from 2023.

82% of respondents rated Winchester as an “Excellent” or “Good” place to live, compared to the Regional Average of 49%.

74% of respondents rated the City’s Customer Service positively, compared to the Regional Average of 42%

Compared to 2023, residents indicated slightly higher satisfaction in three areas:

  • The quality of City Services;
  • The overall Direction of the City (positive or negative?); and
  • How Well the City is Managing Growth.

Residents identified the following areas as key priorities for the City to focus on - and dedicate resources to - moving forward:

  1. Street and Sidewalk Maintenance
  2. Public Safety
  3. Water and Sewer Services
  4. Enforcement of Codes and Ordinances

 

Survey Demographics

Survey demographics are show in a grey box. The upper left quadrant shows the gender breakdown as 51.20% female showen in a blue of a pie chart, 48.60% as male shown as green in a pie chart, and .20% as "I prefer to self-identify" in gray. The upper right quadrant shows the age break down in a pie chart with 20% as 18-34 years old, 19.2% as 35-44 year old, 19.4% as 45-55 years old, 21.10% as 55-64 years old, and 20.3% as 65+. The bottom left corner shows Race/Ethnicity as a bar chart with 72% white, 8% black or African American, 18%% Hispanic, and 2% Asian. The bottom middle is a pie chart showing Owners vs. Renters with 38.7% as homeowners and 31.3% as renters. The bottom left corner shows income distribution as a bar chart with 44.5% making under $70,000, 29.4% making $70,000-$120,000, and 26.1% making over $120,000.
