City Council advances proposal for permanent closure of Boscawen St.

At the February 24, 2026, council meeting, the common council will consider permanently closing Boscawen street from Indian alley to the parking lane south of Cameron street to vehicular traffic and incorporating the closed section into the south Loudoun street pedestrian mall, consistent with the current temporary closure and as shown on the City’s design concept 2.

Winchester City Council dissolves Winchester Parking Authority

City Council unanimously approved the dissolution of the Winchester Parking Authority on December 9, which had been responsible for managing paid street and public auto-park parking in the downtown area. Moving forward, the City will directly manage downtown Winchester parking issues via the City’s Winchester Parking Division.

Virginia Emergency Nutrition Assistance (VENA)

The federal government has been shut down since October 1, 2025. Because of this, the U.S. Department of Agriculture told Virginia that it can’t send out November SNAP benefits right now. On October 23, 2025, Governor Youngkin declared a State of Emergency and provided state funds to launch the Virginia Emergency Nutrition Assistance (VENA), a temporary program meant to fill the gap.
